Jennifer Aisha Loveland-Rose ’25 Awarded Prestigious ACWA Water Law and Policy Scholarship

02.05.25 — Jennifer Aisha Loveland-Rose ’25 has won the highly competitive $10,000 Stephen K. Hall ACWA Water Law and Policy Scholarship from the Association of California Water Agencies based on her scholastic achievement and demonstrated concentration in the field of water resources, among other criteria.
“It means a lot to be recognized for my work in water law and policy by an organization with a mission of prioritizing climate resiliency, ensuring safe and affordable drinking water, and protecting water resources,” said Loveland-Rose. “I came to law school as an advocate, canvassing door to door to spread information and build capacity in environmental justice neighborhoods to confront drinking water contamination, so this scholarship feels very true to my journey as an environmental justice advocate and law student.
Prior to law school, Loveland-Rose worked at Clean Water Fund and Clean Water Action, where she assisted in designing a public information campaign on lead pipe identification to speed up replacement in some Massachusetts Environmental Justice neighborhoods. She also managed a team of canvassers carrying out community outreach door to door on environmental issues like PFAS contamination of drinking water and building capacity to fight the siting of polluting facilities in already overburdened neighborhoods. While at BW Research Partnership, she composed memos assessing proposed hazardous waste legislation for New Jersey’s Environmental Justice Commission and compiled impacts of Lead Service Line replacement on health and wealth of communities of color for a report published by the Environmental Entrepreneurs in collaboration with the National Resource Defense Council and Union partners.
As a Northeastern Law student, Loveland-Rose has completed co-ops with Northeastern Law’s Program on Human Rights and the Global Economy (PHRGE), the Environmental Protection Agency Region 1 and the Massachusetts Department of Environmental Protection. She also completed an externship with the Conservation Law Foundation.
While on co-op with PHRGE, under the supervision of Professor Martha Davis, Loveland-Rose conducted outreach to organizations in Massachusetts to build a coalition supporting legislation proposed at the state level to increase water utility data transparency. She also researched and drafted a submission on racial inequities in access to clean drinking water for the review of the United States’ compliance with the International Covenant on Civil and Political Rights. This report was guided by community members in Jackson, Mississippi, and highlighted Jackson’s water crisis. Her oral testimony and advocacy, with Davis, to the United Nations Human Rights Committee (UNHRC) members at the UN in Geneva culminated in the first time that the UNHRC’s conclusions to the United States included the need to address racially discriminatory access to drinking water. This past fall, she joined Davis once again on a trip to the White House for a one-year follow up on progress toward the UNHRC’s recommendations and spoke directly with the representative from the EPA’s Civil Rights Division about the importance of prioritizing data transparency for funding drinking water system improvements, publishing the drinking water affordability report, and addressing local concerns brought up by PHRGE partners in Mississippi and North Carolina.
