Professor David Simon Named 2025 Health Law Scholar

06.10.2025 — Professor David Simon has been selected as a 2025 Health Law Scholar by the Center for Health Law Studies at Saint Louis University School of Law and the American Society of Law, Medicine & Ethics (ASLME). He is one of only four scholars nationwide chosen to present their work at the prestigious Health Law Scholars Workshop, to be held in September.

Scholars were selected through a highly competitive, blind-review process based solely on the strength and originality of their abstracts. The 2025 cohort was announced during ASLME’s annual Health Law Professors Conference on June 5. Simon will present his work-in-progress, “Fatal Data,” which argues that medical device manufacturers have incentives to present adverse event reports in ways that make it difficult to detect safety signals.

An expert in health care law, intellectual property, data governance and liability, Simon’s research focuses on innovation in health care, with an emphasis on prescription drugs and medical devices.

“It is an honor to be included as a Health Law Scholar,” said Simon, who serves as principal investigator for the Amy J. Reed Collaborative for Medical Device Safety. “I look forward to learning from and joining the distinguished alumni of the program.”

The Health Law Scholars Workshop provides a collegial forum for junior faculty to present emerging research and receive constructive feedback from leading scholars in the field. Past participants have gone on to publish in top-tier law journals and influence national conversations in health law and policy.
